Mansion Tax 2026: What the Autumn Budget Means for Cheshire's Prime Property Market

For owners of Cheshire's most prestigious homes, the Autumn Budget 2026 has introduced another consideration in the long-term cost of property ownership.

The Government has confirmed that its High Value Council Tax Surcharge, commonly known as the mansion tax, will take effect from April 2028.

Applying to residential properties in England valued at £2 million or more, the new annual charge could influence decisions across Cheshire's prime property market, from Alderley Edge and Prestbury to Wilmslow, Knutsford and Hale.

But what does the new tax mean for owners of high-value homes?

How Much Mansion Tax Will Owners of Luxury Properties Pay?

From April 2028, owners of qualifying properties will pay an additional annual charge alongside their existing Council Tax.

The Government has confirmed the following rates:

  • £2 million to under £2.5 million: £2,500 annually.
  • £2.5 million to under £3.5 million: £3,500 annually.
  • £3.5 million to under £5 million: £5,000 annually.
  • £5 million and above: £7,500 annually.

Properties will be assessed by the Valuation Office using market evidence around April 2026, with draft valuation bands expected in autumn 2027.

The Government's published guidance (1) also confirms that eligible homeowners may be able to defer payment, while certain property types will qualify for discounts or exemptions.

A 100% premium will apply to qualifying properties left substantially unfurnished and unoccupied for 12 months or longer.

What Could the Mansion Tax Mean for Cheshire's Luxury Housing Market?

Cheshire's prime property market is distinctive. From substantial country residences to architecturally significant homes in sought-after village settings, properties at the upper end of the market are often valued for qualities that extend beyond their size.

Privacy, setting, craftsmanship, land and location can all contribute to a property's appeal and value.

The mansion tax introduces a further consideration for owners and prospective purchasers of homes above £2 million.

For some, the additional annual expense may have little influence on their decisions. For others, particularly those considering downsizing or maintaining more than one property, it may encourage a review of their longer-term plans.

It is too early to determine how the surcharge will influence buyer demand or achieved selling prices. Nevertheless, it adds to the importance of understanding the market in which an individual property sits.

Is Now the Right Time to Sell a High-Value Property in Cheshire?

For owners already contemplating a move, the announcement provides another reason to consider their options carefully.

However, the decision to sell should not be driven by taxation alone.

At the premium end of Cheshire's housing market, successful sales depend on much more than broader economic conditions.

Accurate pricing, exceptional presentation and a considered marketing strategy are essential, particularly where properties are distinctive and the pool of prospective buyers is more selective.

A detailed understanding of comparable sales, current competition and the expectations of buyers in the £2 million-plus market can help homeowners make an informed decision about their next move.
